On June 3, 2025, the Taiwan Food and Drug Administration (TFDA) under the Ministry of Health and Welfare announced amendments to the “Naming and Labeling Regulations for Fresh Milk, UHT Milk, Flavored Milk, Milk Beverages, and Milk Powder.” According to the new rules, only products that have obtained the “Fresh Milk Label” or the “Certified Agricultural Product Label” under the Agricultural Production and Certification Act may be labeled as “fresh milk.” This new regulation will officially take effect on July 1, 2026, and aims to reduce consumer confusion by making product origin and ingredients more transparent.
Fresh Milk Label or Certified Label:
Only products that have obtained one of these two certifications may legally be labeled as “fresh milk.”
New Labeling Requirements for Imported Dairy Products:
In the future, imported liquid dairy products may not be labeled directly as “fresh milk.” Instead, they must be labeled as “cow’s milk,” “goat’s milk,” etc.
Revised Rules for Flavored Milk and Milk Beverages:
In addition to fresh milk, products such as flavored milk, UHT milk, and milk beverages will also be subject to updated labeling regulations to ensure consumers can clearly distinguish between different types of products.
Penalties:
If the labeling on packaged dairy products fails to comply with the regulations, a fine ranging from NT$30,000 to NT$3 million may be imposed. If the labeling is false, exaggerated, or misleading (e.g., a product not qualifying as fresh milk is labeled as such), the responsible company may face fines ranging from NT$40,000 to NT$4 million.
